Abstract

Firewalls have been a basic network security control for more than three decades, yet the environments they protect have changed substantially. Cloud adoption, remote work, pervasive encryption, and API-driven services have weakened the fixed network perimeter on which early firewall designs relied. This critical review examines how effectively contemporary firewall technologies, including packet filters, stateful inspection, application-layer gateways, next-generation firewalls (NGFWs), web application firewalls (WAFs), host-based and distributed firewalls, and cloud-delivered firewall services, counter present-day threats such as ransomware, web and application-layer attacks, distributed denial-of-service (DDoS) floods, encrypted command-and-control traffic, credential-based intrusions, and supply-chain compromise. Drawing on standards, peer-reviewed research, government advisories, and threat-intelligence frameworks, the review maps firewall capabilities to threat categories, synthesizes documented failure modes (configuration errors, rule-set decay, inspection evasion, encryption blind spots, and attacks against firewall appliances themselves), and discusses how firewalls fit within zero trust and defense-in-depth architectures. A seven-dimension framework for outcome-based evaluation and a four-level maturity model are proposed, together with practical recommendations and a research agenda. The review concludes that firewalls remain necessary but insufficient: their protective value depends less on product category than on policy quality, patch discipline, visibility into encrypted traffic, and integration with identity, endpoint, and monitoring controls.
